Prohibition on Crushing of Universal Waste Lamps The WVDEP has adopted Federal Regulations (40 CFR Part 273) regulating Universal Waste in Section 13 of State Rule 33 CSR 20. In 1999, 40 CFR Part 273 was amended to include lamps. That amended rule is called Hazardous Waste Management System; Modification of the Hazardous Waste Program; Hazardous Waste Lamps.
